The canon orderās probably the release order which is Dead Money, Honest Hearts, Old World Blues, and then Lonesome Road. Always play Dead Money before Old World Blues and always Lonesome Road last. Honest Hearts is my favorite DLC as well. I agree it does get overlooked. But I think they over look the fact that you get some great armor and some really good weapons for completing the DLC. Also as you mentioned earlier, the survivor side quest is great and again you get some great stuff from it as well.
Tbh all 4 DLC of NV has their ups and downs, such as Honest Hearts having a lot of fetch quests, but the backstory of a certain character is incredibly awesome. Dead Money has good atmosphere and characters but it ramps up the difficulty, especially in Hardcore mode.
